Kira Volkov aka Marquise de Sade

She has no supernatural abilities, but she has the next best things: intelligence and wealth. Unfortunately, this enigmatic Russian has no intention of using either of these in acts of heroism.

She does, however, have a great appetite for entertainment. She plays both the heroic and villainous sides to arrange for large scale fights of which she hopes to profit from repairing the collateral damage incurred, as well as enjoy watching the destruction. Besides that, her favorite activity is acquiring beautiful youths and then proceeding to break them completely.

Sir Oscar (may or may not be real name)
(This is, in fact, a not-too-subtle reference to Rose of Versailles.)

Slightly androgynous, more than slightly delusional. She's a villain whose modus operandi is kidnapping cute girls and not really knowing what to do with them as she never plans further than that and usually ends up letting them go after a while. The thing is she considers herself a "knight" who "rescues" girls, and nobody seems to be able to convince her otherwise. Once in a while, one of them leaves her their number, and she has no idea what to do about it, having very little actual experience with romance. Mostly harmless and often ineffectual, though she can in fact use a sword if she has to.

I hope it's small enough not to stretch!

Have I mentioned I find it very amusing that the two most likely villainous suspects in kidnapping pretty young women are also females? And both in this villain group, too!
